My work at the University of Arizona focuses on state and regional water resources management and policy. I am a frequent lecturer and writes a water policy column for the WRRC's bi-monthly newsletter, The Arizona Water Resource. Recent papers/reports include: "Arizona's Recharge and Recovery Policies and Programs," in Bonnie G. Colby and Katharine L. Jacobs, ed., Arizona Water Policy: Management Innovations in an Urbanizing, Arid Region RFF Press; Water Resource Availability for the Tucson Metropolitan Area; Projects to Enhance Arizona's Environment: An Examination of their Functions, Water Requirements and Public Benefits; and three chapters in Arizona's Water Future: Challenges and Opportunities, Background Report prepared for the 85th Arizona Town Hall. Current projects include continued study of recharge programs, watershed assessments for the Natural Resource Conservation Service, and examination functioning of the Central Arizona Groundwater Replenishment District. I teach the graduate course Arizona Water Policy (GEOG 596B).
