Research
I work on water problems at the intersection of law, geography, and political economy. My research has focused on water rights in the Western U.S. and Latin America, particularly in Chile, though I have also studied other countries and international organizations. I have worked on issues of water markets; privatization and regulation; hydroelectric power and river basin management; water conflicts and governance; and environmental flows. All of my research has aimed to address issues of law and public policy and to bridge the gap between academic and policy audiences. To do this I have tried to integrate different fields of law, history, and social sciences as they relate to nature and environment. Such an interdisciplinary approach, grounded in the physical world, is what geography means to me. I joined the University of Arizona in 2006.
My current research looks at different countries’ efforts to use water markets and property rights reforms to improve environmental flows and water governance. With grad students and foreign colleagues, I seek to compare and contrast how people grapple with these issues in Chile, the Western U.S., and Spain. I am also somewhat obsessed with the relationship between electricity regulation and hydropower and the consequences for other water uses.
